  52nd Council Meeting

Summary report of GEF-CSO Network Activity and Achievement during 52nd GEF Council Meeting, 21-25 May 2017

The 52nd GEF Council Meeting was held in Washington DC from 23 – 25 May 2017. The Council approved a $US 246.8 million work program with a strong focus on international waters, chemicals and waste, and support for Small Island Developing States (SIDS) and Least Developed Countries (LDCs). GEF-CSO Network organized a range of meetings in Washington DC in association with the 51st GEF Council as follows:

21 May, morning   - Preparatory meeting for the GEF Council-CSO consultation

This meeting was attended by 27 representatives from CSOs and the meeting discussed and reviewed some of the key issues on the agenda of the 52nd GEF Council meeting and prepared statements for delivery at the council, namely on,

1.    Seventh Replenishment of the GEF Trust Fund

2.    Progress report of the Ad-Hoc Council Working Group on GEF and Civil society

3.    Semi-Annual Evaluation Report

4.    GEF Business Plan and Corporate Budget for FY18

5.    Work Program

6.    Tackling the Drivers of Global Environmental Degradation through the IAP Programs  

7.    LDCF/SCCF

 

The meeting also discussed the preparation for the GEF Council-CSO consultation on 22 May.

21 May, afternoon  - Meeting of GEF-CSO Network Coordination Committee (CC)

The CC meeting was attended by 10 currently elected Regional Focal Points and 2 Indigenous Peoples Focal Point. The meeting discussed a range of matters including how to strengthen the operation of the Network, the status and development of network membership and preparation for GEF-CSO consultation and the GEF Council meetings. Among the important results were:

 

·         Refined the Network’s Annual Work Plan

·         Finalised the selection of the New Network Secretariat

·         Developed approach and strategy for working with the Council Ad-hoc Working Group on civil societies to develop the vision of the relationship between GEF and civil society.

22 May -  GEF Council-CSO Consultation

This meeting was attended by more than 100 representatives from civil society, GEF Council members GEF Agencies and the GEF Secretariat. The meeting included a one hour dialogue between civil society and the GEF CEO and panel sessions to discuss the road towards the seventh replenishment of the GEF Trust Fund (GEF-7) and enhancing the relationship between the GEF and civil society. In the morning, discussion was focused on the status and progress of the work of the various focal areas in current GEF 6. It also highlighted challenges as well as the opportunities for enhancement of GEF in GEF 7. In the afternoon, a special session between the civil society and Council Ad-hoc Working Group on Civil Society discussed the vision of the relationship between GEF and civil society. The meeting was very interactive with active inputs from Council members, GEF agencies as well as CSOs.

23 – 25 May – 52nd GEF Council Meeting

Around 27 CSO representatives observed the GEF Council sessions by rotation and seven formal network position papers/statements were presented to the council on the agenda items as follows :

1.   Agenda 5 –GEF 7 replenishment

2.    Agenda 7 – Updated vision of GEF relationship with civil society

3.    Agenda 9 – Semi-Annual Evaluation report

4.    Agenda 11 – GEF Business Plan and Corporate Budget for FY18

5.    Agenda 12 - Work Program

6.    Agenda 13 - Tackling the Drivers of Global Environmental Degradation through the IAP Programs  

7.   Progress report on the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF)
